There are three levels of hotels at Universal Studios Orlando Resort: Budget, Preferred, and Premier. There are four pet friendly hotels at Universal Studios Orlando located in the actual resort.
On the premier level, there is Loews Royal Pacific Resort, Loews Portofino Resort, and Hard Rock Hotel.
Loews Royal Pacific Resort
Loews Royal Pacific Resort is around $426/night, not including the $100 pet fee charged at all Loews hotels. With that fee, you get two pet bowls, a mat, and I believe a treat or food and maybe a toy? Since Fawkes, my feathered friend, is a bird and not a dog or cat, they only gave me the food and water bowls and mat.
Loews Portofino Bay & Hard Rock Hotel
Now, Loews Portofino Bay runs at $519/night, and Hard Rock Hotel runs at $1324/night.
Loews Sapphire Falls Resort

Loews Sapphire Falls Resort is a preferred hotel that runs at around $240/night.
Unfortunately, none of the budget hotels are pet friendly. If you’re looking for a more budget friendly hotel, there are hotels offsite that are pet friendly.

- Holiday Inn & Suites, starts at $69/night

- Townplace Suites by Marriott, $128/night
As you can see, prices range from about $69/night to $128/night if you stay outside of the resort with pets. Many of these also have pet fees, but they also provide transportation to Universal Studios.
